We are all wondering who might be a white hat, black hat, or gray hat among those with whom Trump surrounds himself. Trump is the white hat in charge and a genius to boot. He is always 10 steps ahead of everyone else and usually 100 steps ahead of the crooks who have entrenched themselves into the very lifeblood of our government. They are like vampires sucking our country dry of resources and morals. These are the globalists, slithering into every aspect of government to change the very fabric of our country. America’s founding fathers must be spinning in their graves.
Honestly, I don’t believe any of the players will ever make devolution public. They will never acknowledge the details or admit to being part of the process. For example, we should not expect Kash Patel or Chris Miller to admit, “Oh of course I know about devolution” or “Sure, I’m part of the devolution process”. I hear a lot of people asking “when will devolution be revealed?”. I strongly doubt it will ever be made public because our government may need to use this tactic again in the future. It is a covert, top-secret, classified operation. Trump chose his team from those who could be trusted with confidential plans. That is not to say we won’t be told about some of the actions that are taking place, however, the process and players will remain under wraps. Only a handful of people in the higher echelons of power are privy to the intricate components of devolution. Patel Patriot discusses the commanders who were given the responsibility to carry out the operation but I don’t think they are aware of the big picture or are privy to the responsibilities of the other members. Only a few know the complete plan. We can speculate on who those people might be.
The Players: Possibilities
Mike Pompeo - Pompeo has a long history in intelligence operations. He attended and graduated first in his class at the United States Military Academy at West Point in 1986 and served as a cavalry officer patrolling the Iron Curtain before the fall of the Berlin Wall. He also served with the 2nd Squadron, 7th Cavalry in the US Army’s Fourth Infantry Division. Pompeo was named CIA director Jan 2017 and was confirmed Secretary of State in March 2018 and sworn in on April 26, 2018. He certainly has the credentials to be involved in this operation. In my previous article, I discussed the former Secretary of State’s trip to Taiwan this year. The Biden administration scrambled and put together a delegation to arrive in Taiwan just days before Pompeo’s arrival. Pompeo’s flight was landing as the American delegation was attending a farewell dinner with Taiwan government officials. Interestingly, not one person in the Biden administration is calling for him to be charged with the Logan Act.
Mike Pence - VP Pence probably plays a large part in the devolution process. We can assume this is the case because Chris Miller gave a speech alluding to the fact that he and Pence had been working on something big. “We’ve gone through some of the most complex Military operations this country has ever conducted.”

Mr. Miller began his military career as an enlisted Infantryman in the Army Reserve in 1983 and also served in the District of Columbia National Guard as a Military Policeman. In 1993, he transferred to Special Forces and served in numerous command and staff positions within the 5th Special Forces Group (Airborne).
Throughout his career, he served within other special operations organizations, culminating with command of the 2nd Battalion, 5th SFG(A). Mr. Miller participated in the initial combat operations in Afghanistan in 2001 and Iraq in 2003, in addition to numerous follow-on deployments to both theaters, and has extensive inter-agency and joint special operations experience. Upon retirement from the Army in 2014, Mr. Miller worked for over two years as a defense contractor providing clandestine Special Operations and Intelligence expertise directly to the Under Secretaries of Defense for Intelligence and Policy. From March 2018 through December 2019, Mr. Miller served as the Special Assistant to the President and Senior Director for Counterterrorism and Transnational Threats at the National Security Council (NSC). In this position, Mr. Miller was responsible for strategic level policy making and implementation, and support to senior NSC and White House leadership.
Earlier in 2020, he Performed the Duties of the Assistant Secretary of Defense (ASD) for Special Operations/Low Intensity Conflict. He also previously served as the Deputy Assistant Secretary of Defense (DASD) for Special Operations and Combating Terrorism (SOCT). Mr. Miller was responsible for overseeing the employment of special operations forces in counterterrorism, Military Information Support Operations (MISO), Information Operations, unconventional warfare, irregular warfare, direct action, special reconnaissance, foreign internal defense, counter proliferation, sensitive special operations, and personnel recovery/hostage issues as specified by the Secretary of Defense. Mr. Miller was sworn in as the DASD for SOCT on Jan. 6, 2020.
Named Acting Secretary of the Department of Defense on Nov 9, 2020 (after Biden supposedly won the election) and served until Trump stepped away on Jan 20, 2021. Mr. Miller has an impressive resume. I added him for the same reasons as stated above for Mike Pence and Mike Pompeo. Patel Patriot goes into great detail on Sec Miller in his devolution series.
Dan Scavino - White House Director of Social Media. I believe Dan Scavino is probably one of Trump’s closest and most trusted confidantes. He would be in the know regarding Trump’s plans. Their relationship goes way back to when Scavino was a 16-year-old working a job cleaning golf clubs. Trump showed up one day and hand-picked Dan to be his caddie for the day and their relationship took off from there. In his late 20s, Scavino was promoted to general manager of Trump National Golf Club at the same course where he started as a caddie. He was involved with Donald Trump's presidential campaign since it began in June 2015. In February 2016, Trump appointed Scavino as the campaign's director of social media. In December 2016, Scavino was named White House Director of Social Media. He was the longest-serving aide in the Trump Administration. He remained as Director of Social Media until the end of Trump's term as president. Dan continues to work closely at Trump’s side. Wow, talk about being at the right place at the right time.

Scavino, a lucky 16-year-old who happened to be in the right place at the right time, was selected caddie for Trump’s party. He was instantly smitten. There are a few others who rank high among the trusted circle of President Trump, but I am convinced the 4 men mentioned above would know the details of Trump’s plan.
Other names that probably know that devolution is in play are Kash Patel, Adm Mike Rogers, Ezra Cohen Watnick, Mark Meadows, and a few lesser-known individuals. I haven’t made up my mind as to how much or how involved these other players may be. I would like to dig into the history of these men, but that will be another day.
Trump is a genius and he surrounds himself with highly intelligent people who can see the 40,000 ft view of the situation in our country as it stands and the future possibilities of where we are going. I have no doubt they have all of this firmly in hand. Rest assured, he knows what he is doing. Let’s all take comfort in that knowledge.
